This chapter prescribes the minimum requirements of sanitation and health protection in this state and does not affect a home-rule municipality's authority to enact:

1. (1) more stringent ordinances in matters relating to this chapter; or

2. (2) an ordinance under:

   1. (A) Section 5, Article XI, Texas Constitution; or
   2. (B) Section 51.072 or 590.0001, Local Government Code.
