Unless a provider holds a certificate of authority issued under this subchapter, the provider may not:

1. (1) acquire a facility;
2. (2) enter into a continuing care contract; or
3. (3) enter into a reservation agreement unless the agreement provides for the full refund, for any reason, of a deposit paid in connection with the agreement.
