Tex. Health & Safety Code § 242.614 – Administration of Medication; Criminal Penalty

(a) A person commits an offense if the person knowingly administers medication to a resident and the person:
1. (1) does not hold a license under state law that authorizes the person to administer medication; or
2. (2) does not hold a permit issued by the department under this subchapter.
(b) An offense under this section is a Class B misdemeanor.
