1. (a) Each institution must have a licensed nursing facility administrator.

2. (b) The administrator shall:

   1. (1) manage the institution;

   2. (2) be responsible for:

      1. (A) delivery of quality care to all residents; and
      2. (B) implementation of the policies and procedures of the institution; and
   3. (3) work at least 40 hours per week on administrative duties.
