The consortium is composed of:

1. (1) the following health-related institutions of higher education:

   1. (A) Baylor College of Medicine;
   2. (B) Texas A&M University System Health Science Center;
   3. (C) Texas Tech University Health Sciences Center;
   4. (D) Texas Tech University Health Sciences Center at El Paso;
   5. (E) University of North Texas Health Science Center at Fort Worth;
   6. (F) The Dell Medical School at The University of Texas at Austin;
   7. (G) The University of Texas Medical Branch at Galveston;
   8. (H) The University of Texas Health Science Center at Houston;
   9. (I) The University of Texas Health Science Center at San Antonio;
   10. (J) The University of Texas Rio Grande Valley School of Medicine;
   11. (K) The University of Texas Health Science Center at Tyler; and
   12. (L) The University of Texas Southwestern Medical Center;
2. (2) the commission;
3. (3) the Texas Higher Education Coordinating Board;
4. (4) three nonprofit organizations that focus on mental health care, designated by a majority of the members described by Subdivision (1);
5. (5) each regional education service center established under Chapter 8, Education Code, that the executive commissioner identifies as a center predominately serving school districts classified as rural by the National Center for Education Statistics of the United States Department of Education; and
6. (6) any other entity that the executive committee considers necessary.
