1. (a) The council is composed of:

   1. (1) at least one representative appointed by the executive director or governing body of each of the following:

      1. (A) the department;
      2. (B) the commission;
      3. (C) the Texas Education Agency;
      4. (D) the Texas Higher Education Coordinating Board;
      5. (E) the Texas Workforce Commission;
      6. (F) the Texas Board of Chiropractic Examiners;
      7. (G) the State Board of Dental Examiners;
      8. (H) the Texas Medical Board;
      9. (I) the Texas Board of Nursing;
      10. (J) the Texas Optometry Board;
      11. (K) the Texas State Board of Pharmacy;
      12. (L) the Executive Council of Physical Therapy and Occupational Therapy Examiners;
      13. (M) the Texas Behavioral Health Executive Council;
      14. (N) the State Board of Veterinary Medical Examiners; and
      15. (O) the Texas Veterinary Medical Association; and
   2. (2) four members with relevant health care experience, including experience in health professions workforce planning or complex health care data analysis, appointed by the governor.
2. (b) A council member serves at the pleasure of the appointing authority.
3. (c) A vacancy on the council shall be filled in the same manner as the original appointment.
