The department shall provide education and training for health care facility staff regarding this chapter. The training must be reasonable in scope and focus primarily on:

1. (1) the implementation and management of a facility reporting mechanism;
2. (2) characteristics of the reporting system, including public reporting by the department and facility reporting to the department;
3. (3) confidentiality; and
4. (4) legal protections.
