In this chapter:

1. (1) "Animal control officer" means a person who:

   1. (A) is employed, appointed, or otherwise engaged primarily to enforce laws relating to animal control; and
   2. (B) is not a peace officer.
2. (2) "Department" means the Department of State Health Services.
