1. (a) The department shall develop this state's plan on aging, as required by the Older Americans Act of 1965 (42 U.S.C. Section 3001 et seq.).

2. (b) The department shall conduct a statewide needs assessment for long-term care and other services for older individuals and their caregivers. The assessment shall include input from:

   1. (1) area agencies on aging;
   2. (2) regional and local state agency staff; and
   3. (3) community-based organizations.
