1. (a) The commission is composed of the following members:

   1. (1) the chair of the Texas Workforce Commission or the chair's designee;
   2. (2) the executive commissioner of the Health and Human Services Commission or the executive commissioner's designee;
   3. (3) the commissioner of the Department of Family and Protective Services or the commissioner's designee; and
   4. (4) the commissioner of education or the commissioner's designee.
2. (b) The chair of the Texas Workforce Commission or the chair's designee shall serve as the chair of the commission.
