The department shall develop a departmental strategic plan based on:

1. (1) furthering the policy of family preservation;
2. (2) the goal of ending the abuse and neglect of children in the conservatorship of the department; and
3. (3) the goal of increasing the capacity and availability of foster, relative, and kinship placements in this state.
