When recruiting child protective services caseworkers, the department shall target its recruitment efforts toward individuals who hold a bachelor's degree or advanced degree in at least one of the following academic areas:

1. (1) social work;
2. (2) counseling;
3. (3) early childhood education;
4. (4) psychology;
5. (5) criminal justice;
6. (6) elementary or secondary education;
7. (7) sociology; or
8. (8) human services.
