To the extent authorized by federal law, the commission shall develop a procedure for the state to:

1. (1) match claims for payment for medical assistance provided under the medical assistance program against data available from other entities, including the United States Department of Veterans Affairs and nursing facilities, to determine alternative responsibility for payment of the claims; and
2. (2) ensure that the appropriate entity bears the cost of a claim.
