Tex. Hum. Res. Code § 261.002
The office of independent ombudsman is a state agency established for the purpose of investigating, evaluating, and securing the rights of children:
(2) adjudicated for conduct that constitutes an offense and placed in a facility operated by or contracted with a juvenile probation department or juvenile board.
