The office of independent ombudsman is a state agency established for the purpose of investigating, evaluating, and securing the rights of children:

1. (1) committed to the department, including a child released under supervision before final discharge; and

2. (2) adjudicated for conduct that constitutes an offense and placed in a facility operated by or contracted with a juvenile probation department or juvenile board.
