In each contract for the purchase of residential program-related client services, the department shall include:

1. (1) clearly defined contract goals, outputs, and measurable outcomes that relate directly to program objectives;
2. (2) clearly defined sanctions or penalties for failure to comply with or perform contract terms or conditions; and

3. (3) clearly specified accounting, reporting, and auditing requirements applicable to money received under the contract.
