(a) The department may refuse, reduce, or suspend payment of state aid to:

1. (1) a juvenile board that fails to comply with the department's rules or fails to maintain local financial support; or
2. (2) a county that fails to comply with the minimum standards provided under Section 221.002(a)(4).

(b) The department shall provide for notice and a hearing in a case in which the department refuses, reduces, or suspends state aid.
