If necessary, the board by rule may provide for:

1. (1) the payment of compensation, insurance, retirement, fringe benefits, and related matters to a juvenile probation officer whose jurisdiction covers more than one county;
2. (2) the centralization of administrative responsibility associated with the state aid program in a county included in a multi-county jurisdiction; and

3. (3) the application of Section 223.001 to a multi-county jurisdiction.
