(a) The board shall adopt rules that provide:

1. (1) standards for the collection and reporting of information about juvenile offenders by local probation departments;
2. (2) performance measures to determine the effectiveness of probation services provided by local probation departments; and
3. (3) case management standards for all probation services provided by local probation departments.

(c) The department shall provide technical assistance to local probation departments to aid compliance with the standards and measures that the board adopts.
