If necessary to exercise the authority granted by Section 1509.152, the governing body of a municipality may issue and sell bonds to finance:

1. (1) the purchase, lease, or acquisition by another method of land, a facility, equipment, or supplies;
2. (2) the construction or improvement of a facility; and
3. (3) the installation of equipment.
