A municipality may:

1. (1) purchase, construct, improve, enlarge, or repair a municipal swimming pool; or

2. (2) encumber:

   1. (A) a municipal swimming pool or anything acquired that relates to the pool; or
   2. (B) the gross income and revenue from a municipal pool.
