This subchapter applies only to a municipality that:

1. (1) is located on the Gulf of Mexico or on a channel, canal, bay, or inlet connected to the Gulf of Mexico; and

2. (2) has a population of:

   1. (A) more than 53,000 and less than 84,000; or
   2. (B) more than 115,000 and less than 160,000.
