1. (a) A municipality may establish, acquire, lease as lessor or lessee, construct, improve, enlarge, equip, repair, operate, or maintain a structure, parking area, parking garage, or facility for off-street parking or storage of motor vehicles or other conveyances.

2. (b) The municipality may:

   1. (1) regulate the use of a facility authorized by Subsection (a); and
   2. (2) establish charges for use of the facility.
