The Texas Department of Transportation, with the approval of the governor, may apply any of the available revenue of the department to aid in:

1. (1) the construction, operation, or maintenance of a bridge acquired or constructed under this subchapter, including any approach to the bridge; or
2. (2) the acquisition of any property in connection with or in furtherance of those activities.
