A county in which is located a municipality to which this chapter applies may:

1. (1) appropriate any available revenue of the county to the municipality for use in:

   1. (A) constructing a bridge;
   2. (B) reclaiming or reconstructing submerged land; or
   3. (C) constructing seawall or breakwater protection for its waterfront; or
2. (2) appropriate and apply any available revenue to the operation or maintenance of any such project.
