In this subchapter, "airport" includes all land and any building or other improvement necessary or convenient to establish or operate an airport, including land or an improvement necessary to:

1. (1) assemble or manufacture aircraft for military use or another governmental purpose; or
2. (2) provide housing or office space for employees necessary or incidental to such purposes.
