The commissioners court shall contract for and impose rates and charges for gas supplied by the natural gas system that will be sufficient to:

1. (1) operate and maintain the system;
2. (2) pay when due the principal of and interest on any bonds issued under this subchapter; and
3. (3) establish any reserves provided for in the order authorizing the issuance of the bonds.
