1. (a) Except as provided by Subsection (b), a public health administration building erected jointly by a county and a municipality under this subchapter may be:

   1. (1) used for any purpose that will contribute to the health of the residents of the county and municipality; and
   2. (2) occupied and used by the county and municipality jointly.
2. (b) The public health administration building may not be used for hospital purposes.
