This subchapter applies only to a county that:

1. (1) contains a municipality with a population of more than 275,000; and

2. (2) before April 27, 1965, ordered an election for the issuance of bonds for:

   1. (A) erecting a public health administration building; and
   2. (B) acquiring a site and equipment for a public health administration building.
