For each part of a building described by Section 1473.052(a) that is not used for a public purpose, the county shall charge and collect rent in an amount sufficient to:

1. (1) pay all operating, maintenance, depreciation, replacement, improvement, and interest charges and expenses for the building; and
2. (2) create an interest and sinking fund sufficient to pay any securities issued under this subchapter.
