The purpose of this chapter is to provide a method of financing for:

1. (1) the acquisition or construction of buildings;
2. (2) the purchase or lease of equipment by executive or judicial branch state agencies; and
3. (3) customer rate relief bonds authorized by the Railroad Commission of Texas in accordance with Subchapter I, Chapter 104, Utilities Code.
