A report concerning a state security that is sold competitively must state:

1. (1) the components of the gross spread, including:

   1. (A) gross takedown;
   2. (B) expenses; and
   3. (C) syndicate profit and loss;
2. (2) a summary of obligation orders and allotments by maturity, firm, and order type; and
3. (3) each syndicate firm's gross takedown and share of syndicate profit or loss.
