1. (a) To the extent of a conflict or inconsistency between this chapter and another law, this chapter controls.
2. (b) This chapter does not prohibit an issuer from applying to the Texas Supreme Court for a writ of mandamus to the attorney general for the approval of a bond, and the court is authorized to issue the writ.
