In this subchapter:

1. (1) "Health and human services agency" means:

   1. (A) the Department of Family and Protective Services;
   2. (B) the Department of State Health Services; and
   3. (C) the Health and Human Services Commission.
2. (2) "Institution of higher education" and "university system" have the meanings assigned by Section 61.003, Education Code.

3. (3) "State agency" has the meaning assigned by Section 2054.003, except that the term does not include:

   1. (A) an institution of higher education or a university system; or
   2. (B) a health and human services agency.
4. (4) "State assistance" includes a grant, contract, loan, loan guarantee, cooperative agreement, direct appropriation, property, or another method of disbursement awarded by a state agency.
