Until the commission completes a study evaluating the impact of a prior authorization requirement on recipients of certain drugs, the executive commissioner shall delay requiring prior authorization for drugs that are used to treat patients with illnesses that:

1. (1) are life-threatening;
2. (2) are chronic; and
3. (3) require complex medical management strategies.
