The executive commissioner shall adopt any rules necessary to implement the community collaborative grant program established under this chapter, including rules establishing:

1. (1) the requirements for an entity to be eligible to receive a grant;
2. (2) the required elements of a community collaborative an entity operates; and
3. (3) permissible and prohibited uses of money an entity receives from a grant the commission makes.
