1. (a) A community collaborative may receive a grant under the matching grant program only if the collaborative includes:

   1. (1) the county;
   2. (2) a local mental health authority operating in the county; and
   3. (3) each hospital district located in the county.
2. (b) A collaborative may include other local entities designated by the collaborative's members.
