As appropriate, the person responsible for adopting rules for an agency described by Section 547.0103(a) shall implement the recommendations in the report created under Section 547.0103 by:

1. (1) adopting rules;
2. (2) implementing policy changes; and
3. (3) entering into memoranda of understanding with other agencies.
