The commission may contract with a contractor who specializes in developing technology capable of identifying fraud patterns exhibited by Medicaid recipients to:

1. (1) develop and implement the fraud detection technology; and
2. (2) determine whether a fraud pattern by Medicaid recipients is present in the recipients' eligibility files the commission maintains.
