1. (a) The commission shall develop and implement a program to provide annual training on identifying potential cases of Medicaid fraud, waste, or abuse to:

   1. (1) contractors who process Medicaid claims; and
   2. (2) appropriate health and human services agency staff.

2. (b) The training must include clear criteria that specify:

   1. (1) the circumstances under which a person should refer a potential case to the commission; and
   2. (2) the time by which a referral should be made.
