In this subchapter:

1. (1) "Health care professional" means an individual issued a license to engage in a health care profession.

2. (2) "License" means a license, certificate, registration, permit, or other authorization that:

   1. (A) a licensing authority issues; and
   2. (B) must be obtained before a person may practice or engage in a particular business, occupation, or profession.
3. (3) "Licensing authority" means a department, commission, board, office, or other state agency that issues a license.

4. (4) "Participating agency" means:

   1. (A) the Medicaid fraud enforcement divisions of the office of the attorney general;
   2. (B) each licensing authority with authority to issue a license to a health care professional or managed care organization that may participate in Medicaid; and
   3. (C) the office of inspector general.
5. (5) "Provider" means a person that was or is approved by the commission to provide Medicaid services under a contract or provider agreement with the commission.
