The commission shall actively encourage Medicaid managed care organizations to offer benefits, including health care services or benefits or other types of services, that:

1. (1) are in addition to the services ordinarily covered by the Medicaid managed care plan the organization offers; and
2. (2) have the potential to improve the health status of recipients enrolled in the plan.
