A Medicaid managed care organization, for purposes of the organization's outpatient pharmacy benefit plan required by Section 540.0273 in a contract to which this subchapter applies, may not:

1. (1) negotiate or collect rebates associated with pharmacy products on the vendor drug program formulary; or
2. (2) receive drug rebate or pricing information that is confidential under Subchapter D, Chapter 549.
