The commission may not impose any condition on the reimbursement of a rural health clinic under Medicaid if the condition is more stringent than the conditions imposed by:

1. (1) the Rural Health Clinic Services Act of 1977 (Pub. L. No. 95-210); or
2. (2) the laws of this state regulating the practice of medicine, pharmacy, or professional nursing.
