1. (a) The commission shall develop and implement a policy requiring the agency commissioner and employees of each health and human services agency to research and propose appropriate technological solutions to improve the agency's ability to perform the agency's functions. The technological solutions must:

   1. (1) ensure that the public is able to easily find information about a health and human services agency on the Internet;

   2. (2) ensure that an individual who wants to use a health and human services agency's services is able to:

      1. (A) interact with the agency through the Internet; and
      2. (B) access any service that can be effectively provided through the Internet;
   3. (3) be cost-effective and developed through the commission's planning process; and
   4. (4) meet federal accessibility standards for individuals with disabilities.
2. (b) The commission shall develop and implement the policy described by Subsection (a) in relation to the commission's functions.
