The executive commissioner shall establish the following ombudsman programs:

1. (1) the health and human services office of the ombudsman in accordance with Section 523.0353;
2. (2) the ombudsman for children and youth in foster care in accordance with Section 523.0357;
3. (3) the ombudsman for managed care assistance in accordance with Section 523.0358;
4. (4) the ombudsman for behavioral health access to care in accordance with Section 523.0359; and

5. (5) the ombudsman for individuals with an intellectual or developmental disability in accordance with Section 523.0360.
