1. (a) The state council is composed of:

   1. (1) the executive director or the executive director's designee;
   2. (2) three members appointed by the governor, one of whom must be a representative of an organization representing the rights of victims of crime;
   3. (3) one member appointed by the presiding judge of the court of criminal appeals;
   4. (4) one member appointed by the lieutenant governor; and
   5. (5) one member appointed by the speaker of the house of representatives.
2. (b) Appointed members of the state council serve staggered terms of six years, with the terms of two members expiring February 1 of each odd-numbered year.
