The department, with the approval of the Texas Board of Criminal Justice, may contract with a public or private vendor to provide telephone reporting, automated caseload management, or collection services for:

1. (1) fines, fees, restitution, or other costs ordered to be paid by a court; or
2. (2) fees collected by the division.
