1. (a) In this section, "program" means the program established under this section.
2. (b) From money appropriated to the department for the purpose, the department shall establish and administer a postsecondary education reimbursement program to provide for the payment of postsecondary education tuition and fees for enrollment in courses by eligible inmates.
3. (c) An inmate participating in the program and enrolled in postsecondary education courses during confinement shall reimburse the department for the costs of the tuition and fees paid on the inmate's behalf.
4. (d) The department may not charge interest for the repayment of costs under this section.
5. (e) A parole panel may require as a condition of parole or mandatory supervision that a releasee who had the costs of tuition and fees paid through the program reimburse the department for those costs.
