The bank shall administer the fund. In administering the fund and this subchapter, the bank has the powers necessary to carry out the purposes of this subchapter, including the power to:

1. (1) make, execute, and deliver contracts, conveyances, and other instruments; and
2. (2) impose charges and provide for reasonable penalties for delinquent payments or performance in connection with any transaction.
