1. (a) For an outstanding rural scholar to be eligible for a forgivable loan, community sponsorship must include financial support.
2. (b) Community financial support consists of a commitment to fund 50 percent of the costs of a scholar's tuition, fees, educational materials, and living expenses.
3. (c) The financial support under this section may be satisfied wholly or partly by a grant, a scholarship, or private foundation support.
4. (d) Evidence of the financial support must be submitted with a community's nomination.
